A. In every society there is always at least one group of people who are willing to do someone else's dirty work for a fee. They keep a low profile, and are only found when they hear you might have work for them. They show up one night and ask what you want to have done. If you're serious, you'll tell them who you want hurt...or dead.
Posion, theft, threatening letters slipped under a door, murderous rumors flying from mouth to mouth, a violent death - they'll do anything so long as you pay them properly. And payment is not just in marks, so be careful what you ask for, or you might find yourself owing them a favor. You don't want to owe them a favor.
Like I said, revenge is to be had, and these people hear of it, contact the one with the grudge. A deal is struck, and someone dies within the next phase of the moon. It is anything but a peaceful death, and most people are not even allowed to enter the room. The room is not used for a long time afterwards. Of course, the violent murder has one flaw - it was violent.
You see, violence means that it was murder, and not just a health problem. And a murder means there is someone to blame and punish for this act. And as there are a select few who will do the dirty work, there are even less who are willing to delve deep enough into the darkness in the Weyr that few wish to acknowledge. Those few are the ones who will try to solve the crime. Some are level-headed and suited for the job, and others are far too brash and think they can solve it on their own. Whether alone or in groups, they strike out to address the previously ignored problems* of their home.
While most of the Weyr is in mass hysteria, there is a small group of people (preferably Weyrbrats) that step forward and present an astoundingly simple answer for all of this. An answer so simple that it makes sense to most who hear it, and the feared masses go into another sort of hysteria. Whatever these children (or adults) say, they take as truth and strive to enact it. And yet, what these children start to proclaim is that one person is not responsible. It's anyone they name, commonly adults, though never anyone in power. People you'd never think would do it...but it's always the quiet ones, isn't it?
Those in power have to struggle to keep order in the Weyr when another murder takes place. It's a rider who dies this time, and the death is even more violent than the last, as if the murderer is trying to tell everyone to stop looking into the matter. Those riders who had been unconcerned about the death of a nonrider are now alarmed, and demand to find some sort of answer. With a second death, no one ones if the trend will continue, and no one wants to be next.
Now the entire Weyr is in a state of panic, and it is affecting everything from drills to daily life. Previously happy couples find that they can't trust each other, and previous rivals are seeking comfort in old arguments to take their mind off what the Weyr is turning into. Should Thread decide to come, the Weyr would be horribly unprepared for it. But that is an option even I have yet to consider.
So there are those in power, trying to control the Weyr. There are those children** who seem to command a good deal of people, using them to exact some sort of childish revenge on adults they don't like. There are the people who believe the children know something they don't, and (for the most part) obeying them. There are the assassins themselves, who may or may not even be part of the Weyr. Another group are those sleuths who strive to find the answer and be the hero.
And then there are those who are simply unconcerned with the entire thing. There are few of these, but they do exist. And more often than not, they are attacked verbally and physically for not caring - because if they don't care, isn't that a sign that they are responsible? These are the persecuted. Some are calm, some are too busy to care, and there are even some who are too wrapped up in themselves to be bothered by murders and conspiracies.
B. A new mutation in dragon colors
C. the Weyrgames/ Threadfall (btw, these will happen no matter what.)
D. Reemergence of the sickness. This time, however, it should be highly contagious, and not just for old folks and kidlets. Possible quarentine between the Weyr, Holds, and Halls. Maybe change the effects, so it's not only death, but also lingering exhaustion, and so forth
